1. All waste must be properly separated into the following categories:
2. Construction and Demolition Debris shall be discarded in the Berkeley County Water and Sanitation Authority Landfill. The current rate of disposal is $19/ton. Construction and demolition debris is discarded solid waste resulting from construction, remodeling, repair, and demo1ition of structures. The waste includes, but is not limited to: mattresses; box springs; wooden swing sets; household and lawn furniture (wood, plastic, vinyl, laminated, PVC, metal); bricks; concrete; masonry materials; plaster; shingles; floor, wall, and ceiling coverings (carpet, rugs, vinyl, linoleum, parquet); insulation; Glass; non-friable asbestos; soil; rock; lumber; road spoils; paving material; and items physically attached to structures (signs, mailboxes, awnings, aluminum/vinyl siding); but, does not include Municipal Waste (putribles), or Commercial, or Industrial Waste. Items that have been in direct contact with lead based paint, hazardous constituents, pesticides, or petroleum products are unacceptable for disposal at C&D landfill. These items must be disposed of in the municipal solid waste landfill. A specific list of acceptable and unacceptable C&D debris is available. Construction and Demolition Debris must be clean and disposed in the proper designated area of the Authority Landfill. The scalehouse will require specific origins and contractors' names for every C&D load. If the load is mixed with garbage it will be accepted at our current municipal solid waste disposal rate of $50.00/ton, but it is not desirable. Any contaminated C&D generated outside Berkeley County will be turned away. Designation of construction, demolition, and land clearing debris as acceptable or unacceptable is per SCDHEC regulation R. 61-107.11, Appendix I and II respectively, effective July 23, 1993. C&D must be from a C&D project not materials that just meet the Appendix I materials criteria.
3. Yard and Land Clearing Debris shall be discarded in the Berkeley County Water and Sanitation Authority Landfill Compost windrows. The current rate of disposal is $19/ton. Land clearing debris is solid waste generated solely from land clearing activity consisting of earthen material, logs (not exceeding 48 inches long), tree stumps, root mats,; vegetation,; brush and limbs, grass and leaves. It does not include Municipal Waste (household waste), or Commercial, or Industrial Waste. If yard debris collected by private haulers, municipalities, or residents is bagged, the bags must be biodegradable paper bags only. ALL LAND CLEARING AND YARD DEBRIS MUST DISPOSED OF IN THE COMPOST PILE; NO EXCEPTIONS! NO OTHER TYPES OF WASTE ARE ACCEPTED IN THE C0MPOST PILE!
4. Municipal Solid Waste (household waste) , Commercial, Industrial, and Residential Waste is garbage generated from industry, companies, businesses, and residents. Mixed loads can be accepted at the current municipal solid waste disposal rate of $50.00/ton with the exception of tires, lead acid batteries, white goods, and yard debris. These items must be separated per SCDHEC regulations R. 61-107.3, R. 61-107.8, and R. 61-107.9, respectively. BCW&SA only accepts MSW generated in Berkeley County. Exceptions are made only under special circumstances.
5. All customers may dispose of their waste at the Authority ‘s Landfill Monday through Saturday from 7:30am to 4:30pm. Berkeley County residents may dispose of waste from their house at the Oakley Road Convenience Center Monday through Saturday from 7:00am to 7:00pm and Sunday 3pm to 7pm. Other eight (8) convenience centers' hours are Monday, Wednesday, Friday, Saturday 7am to 7pm and Tuesday, Thursday, Sunday 3pm to 7pm.
6. The Authority encourages the Recycling of white goods; metal; lead acid & NiCd batteries; fencing material (can located next to metal pile) ; brick, block, asphalt, and concrete (121, squares) ; and Dirt. These types of items must be separated and can be disposed of in the proper designated areas of the Authority's Landfill at no charge. The Authority's Recycling program consists of blue recycling containers placed throughout the county for the recycling of mixed paper, aluminum cans, plastic containers, etc.
7. The Authority's landfill will accept free of charge all loads of clean Brick and Block which are not contaminated with rebar, wood, yard waste, food, paper, cardboard, or other types of waste.
8. The Authority's landfill will accept free of charge all loads of clean Concrete, Cement, and Asphalt which are not contaminated with rebar, wood, yard waste, food, paper, cardboard, or other types, of waste. The slabs should not exceed 24 inches by 24 inches and not greater than 12 inches in thickness. Concrete with rebar or exceeding size requirements will be charged as C&D at $19/ton.
9. The Authority's landfill will accept free of charge all loads of clean Dirt or Rock which are not contaminated with petroleum products, rebar, wood, yard waste, food, paper, cardboard, or other types of waste. Petroleum contaminated dirt must be tested for TPH and BTEX and approval must be obtained from the Authority prior to disposal.
10. The Authority landfill accepts "Special Waste" at the current rate of $50.00/ton with prior written approval and with any required documentation on file. Special wastes include all waste from industries except general office and food waste, friable asbestos, sludges, etc. A complete special waste package is available upon request. Any questions on "Special Waste,, disposal can be directed to the Special Waste Coordinator, BCW&SA Landfill, at 572-4400 or 761-8817 ext 3304. The driver must inform the scalehouse operator if the load contains any special waste or asbestos. It is recommended that the driver have a copy of the approval or license and manifest with license number on it. Special Waste and asbestos is only accepted 8:00am to 12:00pm and 1:00pm to 4:00pm Monday through Friday and is not accepted on Saturdays, holidays, and during lunch hour Call the landfill before bringing special waste.
11. Tires must be separated from all other waste and disposed of in our tire disposal area at the current rate of $50.00/ton. The tire disposal area DOT tires with proof of state tax paid, form ST 190 will be accepted at no charge. Car and pickup, truck, and off road tires must be neatly stacked in the appropriate containers.
12. The Authority's landfill requires all persons to wear HARD HATS and SAFETY VESTS on the landfills including MSW, C&D, and anywhere heavy equipment is in operation.
13. South Carolina State and Berkeley County litter law requires all vehicles transporting waste material to be covered. Violators are subject to fines up to $1,000.
14. All vehicles entering the landfill must stop at the scalehouse.
15. The Authority's landfill scalehouse is equipped with a camera and monitor to view down into trucks, trailers, and open top containers. Drivers of these vehicles must uncover the container at the scale to allow the operator to view the waste upon request.
16. Please observe all posted signs in the landfill including the 10/15 mph speed limit.

Convenience centers are manned sites designed to handle Berkeley County residential solid waste only. The convenience center attendant must supervise all dumping to ensure that the proper placement and separation of the wastes are achieved and no illegal dumping or mixing of wastes occurs. Located at these sites are various containers designed for specific types of wastes. The wastes must be separated and placed in the proper containers.
Shingles, large tires (truck, off road, tractor), liquid waste (excluding oil
recycling), hazardous waste, commercial waste, industrial waste, contractor's
waste, medical waste, veterinarian waste, asbestos containing waste, special
waste, chemicals, explosives, ammunition, animals, radioactive waste, infectious
waste, pcb containing waste, flammable or volatile waste, wet paint, or
pressurized containers.
Items such as dead animals, shingles, large tires, special waste, asbestos
containing waste, veterinarian waste, commercial waste, contractor's waste, and
industrial waste can be taken to the Berkeley County Water & Sanitation
Authority Landfill at 555 Oakley Road. Some of these items require prior
approval and are charged a disposal fee.
